सूर्यरथ-कालचक्र-आयनविभागः, संध्योपासनम्, देवयान-पितृयानम्, विष्णुपद-गङ्गावतरणम्
मेघेषु संतता वृष्टिर् वृष्टेः सृष्टेश् च पोषणम् आप्यायनं च सर्वेषां देवादीनां महामुने
megheṣu saṃtatā vṛṣṭir vṛṣṭeḥ sṛṣṭeś ca poṣaṇam āpyāyanaṃ ca sarveṣāṃ devādīnāṃ mahāmune
In the clouds abides the unbroken stream of rain; from that rain comes the nourishment that sustains creation itself, and the replenishment and renewed vigor of all beings—beginning with the gods—O great sage.

He frames preservation (poṣaṇa) as operating through orderly natural cycles—clouds producing rain, and rain sustaining all beings—showing cosmic stability as a structured, providential process.
Even when Vishnu is not named in the verse, the Purana’s theology reads such sustaining order as the work of the Supreme Sustainer—Vishnu—whose sovereignty expresses itself through the laws and rhythms of nature.
