रुदन् वै सुस्वरं सो ऽथ द्रवंश् च द्विजसत्तम किं रोदिषीति तं ब्रह्मा रुदन्तं प्रत्युवाच ह
rudan vai susvaraṃ so 'tha dravaṃś ca dvijasattama kiṃ rodiṣīti taṃ brahmā rudantaṃ pratyuvāca ha
Then, O best of the twice-born, he cried aloud in a clear, resonant voice; and as he wept he trembled and ran about. Seeing him weeping, Brahmā said to him, “Why do you weep?”

This verse marks the narrative cue that leads to Rudra’s identification and naming; the act of weeping becomes a defining sign through which Brahmā engages and assigns cosmic role and designation.
By describing observable traits (like Rudra’s agitation and weeping) and Brahmā’s response, Parāśara presents creation as ordered: beings arise with distinct dispositions that are then situated into a structured cosmic function.
Even when Vishnu is not named in the verse, the Vishnu Purana’s creation narrative presumes that Brahmā’s acts of ordering and naming occur within Vishnu’s supreme sovereignty as the ground of cosmic manifestation.
