आद्यम् आजगवं नाम खात् पपात ततो धनुः शराश् च दिव्या नभसः कवचं च पपात ह
ādyam ājagavaṃ nāma khāt papāta tato dhanuḥ śarāś ca divyā nabhasaḥ kavacaṃ ca papāta ha
First, from the sky fell the famed bow called Ājagava; then divine arrows descended from the heavens, and a celestial coat of mail also fell down.

It signals heavenly sanction—dharma itself authorizes the bearer, indicating that righteous sovereignty and protection are upheld by the cosmic order under Vishnu’s governance.
By describing celestial arms arriving unasked from the heavens, Parāśara frames power as granted (not seized): authority becomes legitimate when it aligns with the divine purpose of preserving dharma.
Even when Vishnu is not named in the verse, the descent of divine arms reflects Vishnu’s supreme sovereignty—cosmic resources move to support the restoration and protection of order.
