Maṇḍala Worship and Homa Sequence for the Disciple
नीलरुद्रमुपस्थाप्य तस्मै पूजादिकं तथा । कृत्वा कर्म शिवाज्ञां च दद्यात्पूर्वोक्तवर्त्मना
nīlarudramupasthāpya tasmai pūjādikaṃ tathā | kṛtvā karma śivājñāṃ ca dadyātpūrvoktavartmanā
Having duly installed Nīlarudra, one should then perform worship and the other rites for Him. After completing the observances enjoined by Śiva, one should make the prescribed offering, following the method described earlier.

It teaches that Śiva is approached through orderly sādhana: establish the deity-form (Saguna Śiva as Nīlarudra), perform pūjā with devotion, and complete the rite exactly as Śiva prescribes—discipline and obedience purify the soul (paśu) and loosen bondage (pāśa).
The verse emphasizes upasthāpana (ritual installation) and pūjā-krama (sequence of worship), which is the core of Saguna Śiva worship—whether directed to the Liṅga or to a specific Rudra-form like Nīlarudra—culminating in the prescribed concluding offering.
It suggests a complete pūjā routine: install the form, offer the standard upacāras, follow Śiva’s injunctions for the vrata/karma, and finish with the prescribed dāna/offerings according to the earlier stated method.
