Dakṣa’s Sacrificial Undertaking and the Devas’ Assembly without Īśvara
ससर्ज रोमकूपेभ्यो रोमजाख्यान्गणेश्वरान् । दक्षिणाद्भुजदेशात्तु शतकोटिगविश्वरान्
sasarja romakūpebhyo romajākhyāngaṇeśvarān | dakṣiṇādbhujadeśāttu śatakoṭigaviśvarān
From the pores of His body He emanated the troop-lords known as the Romajas; and from the region of His right arm He brought forth a hundred koṭis of mighty leaders of hosts.

The verse highlights Saguna Shiva’s sovereign agency—He manifests forms and attendants for cosmic function. Linga-worship honors that same Lord as the source of creation, maintenance, and grace, beyond yet also present in form.
A practical takeaway is gaṇa-smaraṇa with japa: while repeating the Panchakshara (Om Namaḥ Śivāya), contemplate Shiva as the source of all śaktis and attendants, cultivating surrender (śaraṇāgati) and steadiness in devotion.
