आश्विने धवले पक्षे नवरात्रव्रतं चरेत् । यत्कृते सकलाः कामास्सिद्ध्यन्त्येव न संशयः
āśvine dhavale pakṣe navarātravrataṃ caret | yatkṛte sakalāḥ kāmāssiddhyantyeva na saṃśayaḥ
In the bright fortnight of the month of Āśvina, one should observe the Navarātra vow; by performing it, all desired aims are surely fulfilled—of this there is no doubt.

It teaches that disciplined vrata performed at an auspicious time (Āśvina śukla pakṣa) becomes a powerful means for siddhi—fulfilling righteous aims—through devotion and self-restraint, aligned with the grace of Pati (Śiva) and Umā.
Though Navarātra is a time of worship of the Divine Mother, in the Shiva Purana’s Uma context it supports Saguna devotion to Śiva-Umā as the compassionate Lord and His Śakti; such observance commonly includes pūjā, mantra-japa, and offerings that may be directed to the Liṅga together with Umā’s worship.
