Upamanyu’s Instruction
सावर्णिरिति विख्यात ऋषिरासीत्कृते युगे । इह तेन तपस्तप्तं षष्टिवर्षशतानि च
sāvarṇiriti vikhyāta ṛṣirāsītkṛte yuge | iha tena tapastaptaṃ ṣaṣṭivarṣaśatāni ca
In the Kṛta Yuga there lived a sage renowned by the name Sāvarṇi. In this very place he practiced austere tapas for six thousand years.

Sthala Purana: Place-centered tapas account: in Kṛta Yuga the sage Sāvarṇi performs prolonged austerity ‘here’ (iha), a common purāṇic device to sacralize a locale and prepare for Śiva’s appearance/boon in subsequent verses.
Significance: Establishes the site as charged by tapas (tapas-kṣetra); pilgrims emulate Sāvarṇi through vrata, japa, and restraint, seeking Śiva’s darśana/anugraha.

It highlights tapas (disciplined austerity) as a means of purifying the bound soul (paśu) and making it fit to receive Shiva’s grace (anugraha), which alone culminates in liberation.
