Cosmic Measures and the Arrangement of the Heavenly Spheres
तद्वत्संजायते सृष्टिः शिवस्तत्रः न कामयेत् । शिवशक्तिसमायोगे देवाद्याः प्रभवंति हि
tadvatsaṃjāyate sṛṣṭiḥ śivastatraḥ na kāmayet | śivaśaktisamāyoge devādyāḥ prabhavaṃti hi
In that very manner creation comes into being; Śiva, by Himself, does not will it. For through the union of Śiva and Śakti the gods and all other beings truly arise.

It teaches that manifestation is not an isolated act of Śiva as a solitary principle; creation unfolds when Śiva (Pati, pure consciousness) is united with Śakti (His power of manifestation), highlighting the inseparability of consciousness and divine energy in Shaiva Siddhanta.
The Liṅga signifies Śiva as the transcendent ground, while worship often approaches Him as Saguna—together with Śakti—because the perceivable cosmos and divine functions (like the rise of the devas) are understood as Śiva’s power made manifest through Śakti.
Meditate on the unity of Śiva-Śakti while reciting the Pañcākṣarī mantra (Om Namaḥ Śivāya), contemplating that all beings arise from that divine conjunction; this supports inner yoga of non-dual reverence rather than mere external ritual.
