It points to a liberated, Shiva-oriented state where worldly dualities (like truth vs. falsehood as social constructs) no longer bind consciousness, and beings abide steadily in a higher, uniform spiritual condition.
Linga-worship and devotion to Saguna Shiva purify the pashu (bound soul) and lead it toward the Pati (Shiva); this verse describes the fruit of such purification—abidance beyond ordinary distinctions and a radiant, sanctified mode of being.
A practical takeaway is steady Shiva-abidance through japa of the Panchakshara ("Om Namaḥ Śivāya") and regular purification disciplines such as Tripuṇḍra (bhasma) and Rudrākṣa, cultivating inner sameness and freedom from dualistic agitation.
