Protocol of Tapas, Mantra-Japa, and Śiva-Dhyāna
इत्येवन्तु विचारं स करोति यावदेव हि । तावच्च सूकरः प्राप्तो बाणसंमोचनावधिः
ityevantu vicāraṃ sa karoti yāvadeva hi | tāvacca sūkaraḥ prāpto bāṇasaṃmocanāvadhiḥ

It highlights how events mature by īśvara-saṅkalpa (the Lord’s will): while the mind hesitates in deliberation, karma ripens and the moment for decisive action arrives—teaching alertness and dharmic readiness.
The Shatarudra Saṃhitā frames Shiva as Saguna—actively guiding outcomes in līlā. The verse implies that the devotee should act with steadiness, offering the fruits to Shiva (as worshipful surrender), rather than being trapped in indecision.
A practical takeaway is japa of the Pañcākṣarī (“Om Namaḥ Śivāya”) to stabilize buddhi (discernment) so that when the right moment comes, one acts without agitation and offers the act to Shiva.
