It highlights the Śiva–Śivā relationship as a sacred model of bhakti: the heart that is filled with love becomes fit to receive the Lord’s grace, and the all-pervading Pati is experienced as intimately near.
Though Śiva is Vibhū (all-pervading), the verse presents Him in a personable, Saguna form—approachable and near—mirroring how devotees worship the formless Supreme through the tangible Linga and loving relationship.
Cultivate loving remembrance (smaraṇa) of Śiva as ever-near while repeating the Pañcākṣarī “Om Namaḥ Śivāya”; let the mind become calm and affectionate, as devotion is the inner rite that supports all outer worship.
