देवाश्च दुःखितः सर्वे शिवं प्रार्थ्य पुनःपुनः । सर्वं निवेदयामासुस्स्वदुःखं च मुनीश्वराः
devāśca duḥkhitaḥ sarve śivaṃ prārthya punaḥpunaḥ | sarvaṃ nivedayāmāsussvaduḥkhaṃ ca munīśvarāḥ
All the Devas, afflicted with sorrow, repeatedly prayed to Lord Śiva; and the great sages, too, fully submitted to Him the entire account of their own distress.

It highlights śaraṇāgati—repeated, humble turning to Śiva as Pati (the supreme Lord) when bound beings (Devas and sages alike) are overwhelmed by duḥkha; relief arises through His grace, not mere self-effort.
The verse models devotional approach to Saguna Śiva—praying “again and again” and submitting one’s condition; in Jyotirliṅga contexts of the Koṭirudrasaṃhitā, this translates into approaching the Liṅga as the accessible, grace-bestowing form of Śiva.
Repeated prayer suggests japa and remembrance—especially Panchākṣarī japa (“Om Namaḥ Śivāya”) with a spirit of confession and surrender; one may support it with bhasma (tripuṇḍra) and rudrākṣa as aids to steady devotion.
