O Lord, Prahasta stands ready, accompanied by all the ministers; longing to behold you, he has sent us here.
"O Lord! Accompanied by all ministers Prahastha is waiting and sends me desiring to see you."
It points to rāja-dharma as institutional process—ministers, commanders, and audiences—while implicitly raising the question: will power be used in alignment with satya and dharma?
The messenger explains that Prahasta has come with ministers and has requested an audience with Rāvaṇa.
Organizational order and administrative propriety: officials seek formal audience rather than acting unilaterally.
