Shloka 6.117.25

सीतासमीपगमनम् / Sītā Brought Near to Rāma (Public Witness and Protocol)

संरम्बश्चाब्रवीद्रामश्चक्षुषाप्रदहन्निव ।विभीषणंमहाप्राज्ञंसोपालम्बमिदंवचः ।।।।

saṃrambhaś cābravīd rāmaś cakṣuṣā pradahann iva |

vibhīṣaṇaṃ mahā-prājñaṃ sopālambham idaṃ vacaḥ ||

With indignation, Rāma spoke—his eyes as though burning—addressing the wise Vibhīṣaṇa with these reproachful words.

Exhibiting anger with his gaze at the uproar, Rama addressed the highly intelligent Vibheeshana resenting their action.

Dharma allows righteous reproach: a leader may show controlled anger to correct an action that violates compassion and propriety.

Rāma reacts to the commotion and the forceful dispersal and turns to address Vibhīṣaṇa directly.

Rāma’s moral guardianship—he does not permit even well-intended administration to become harsh toward his people.
