Shloka 6.117.21

सीतासमीपगमनम् / Sītā Brought Near to Rāma (Public Witness and Protocol)

कञ्चुकोष्णीषिणस्तत्रवेत्रजर्जरपाणयः ।उत्सारयन्तस्तान्योधान्समन्तात् परिचक्रमुः ।।।।

kañcukoṣṇīṣiṇas tatra vetra-jarjara-pāṇayaḥ |

utsārayantas tān yodhān samantāt paricakramuḥ ||

There, men wearing tunics and turbans, staffs in hand, moved all around, driving the warriors back and clearing the space.

Then those who were wearing coats and turbans, holding staffs in hand, warriors started moving and dispersed.

Dharma is expressed as orderly conduct and respectful space-making—ensuring a solemn event is not turned into disorder by a crowd.

Vibhīṣaṇa’s attendants/guards actively circulate and disperse the gathered fighters to clear the area.

Institutional discipline: the king’s order is implemented through organized, non-lethal enforcement.
