If this unsurpassed potency of mine is dislodged from its proper seat, who will be able to bear it? O best of the gods, tell me.
"Who will contain this exceptional vital fluid of mine if shaken from its own place? O best of devatas! tell me".
Dharma here is responsibility in the handling of power: immense spiritual energy (tejas) must be placed where it can be borne without harming the world.
Śiva asks the Devas who can sustain his disturbed tejas if it must be released from its proper locus.
Restraint and accountability: Śiva does not act impulsively but seeks a dharmic solution for containing destructive potency.
