Sūrya–Nāga Dialogue on the Perfected Gleaner-Ascetic

Vaiśampāyana said: “For the fulfillment of the desired task—creation in the cycle of worldly existence—enter into Brahmā.” Receiving this command of the Lord, Intelligence swiftly entered Brahmā. Then, when Brahmā became endowed with the power of intelligence regarding creation, Hari looked upon him again with gracious regard and spoke once more: “Now create the many and diverse kinds of beings.”
वैशम्पायन उवाच
Creation and governance of the world proceed through divinely instituted order: the Lord empowers Brahmā by installing buddhi (discerning intelligence), and then commands the generation of diverse beings. Ethically, it implies that right action (kārya-siddhi) requires proper inner faculty—clarity and intelligence aligned with higher injunction.
The Lord instructs personified Intelligence (buddhi) to enter Brahmā so that Brahmā may be capable of creation. Once Brahmā is united with this creative discernment, Hari looks upon him again and directs him to create the various classes of living beings.
