Vāyu-deva said: “By Manu, the people of Magadha were made indispensable—specially favored—by the clouds; therefore in that land the clouds regularly yield rain in due season as desired. The sage Caṇḍa-Kauśika and the Nāga Maṇimān, too, have bestowed their grace upon the country of Magadha.”

Prosperity in a land—symbolized by timely rain—is presented as linked to accumulated merit and the favor (anugraha) of revered figures. The verse frames natural abundance as morally and spiritually conditioned, not merely accidental.
Vāyu-deva explains why Magadha enjoys dependable rainfall: Manu established a special relation between Magadha and the clouds, and later both the sage Caṇḍa-Kauśika and the Nāga Maṇimān also granted their blessing to Magadha.
