Hiḍimba’s Approach and Hiḍimbā’s Warning to Bhīmasena (हिडिम्बागमनम् / हिडिम्बा-भयवचनम्)
चत्वरेषु च कूपेषु पर्वतेषु वनेषु च । समवायेषु सर्वेषु सरित्सु च विचारयेत्,उद्यान, घूमने-फिरनेके स्थान, देवालय, मद्यपानके अड्डे, गली या सड़क, सम्पूर्ण तीर्थस्थान, चौराहे, कुएँ, पर्वत, वन, नदी तथा जहाँ मनुष्योंकी भीड़ इकट्ठी होती हो, उन सभी स्थानोंमें अपने गुप्तचरोंको घुमाता रहे
catvareṣu ca kūpeṣu parvateṣu vaneṣu ca | samavāyeṣu sarveṣu saritsu ca vicārayet |
Kaṇika said: “He should keep his secret agents moving about—at crossroads and wells, in mountains and forests, at every kind of public gathering, and along rivers—so that information is continually gathered from all places where people pass, meet, or assemble.”
कणिक उवाच
A ruler should maintain continuous situational awareness by deploying trusted agents to circulate in all common meeting-places and transit points, ensuring timely knowledge of public mood and emerging threats.
Kaṇika is giving counsel on governance and security, recommending systematic intelligence collection by sending spies through varied public and remote locations where information can be observed or overheard.
