Secondary Creation Begins: Brahmā’s Productions, the Guṇas, and the Emergence of Orders of Beings
स आत्मान् मन्यमान: कृतकृत्यमिवात्मभू: । तदा मनून् ससर्जान्ते मनसा लोकभावनान् ॥ ४९ ॥
sa ātmānaṁ manyamānaḥ kṛta-kṛtyam ivātmabhūḥ tadā manūn sasarjānte manasā loka-bhāvanān
One day Brahmā, the self-born, felt as though his purpose had been fulfilled; then, from his mind, he brought forth the Manus, who foster the welfare of the universe.
This verse states that Brahmā manifested the Manus through his mind at the conclusion of a phase of creation, appointing them as progenitors who generate and sustain the worlds and human society.
Because the Manus function as administrators and progenitors for populating and organizing the worlds; Brahmā, as the secondary creator, produces such beings through mental creation to continue universal order.
The Manu principle highlights responsible leadership and social order rooted in dharma—guiding families, communities, and governance with a duty to protect, nurture, and uphold moral principles.
