Sutra 44

न कस्यचिदुदासीनं द्वयोरुभयभावि तत् ॥ कZ_०७.९.४४च्द् ॥

na kasyacid udāsīnaṃ dvayor ubhayabhāvi tat

No one is truly neutral: with respect to the two sides, it tends to assume a disposition toward both (i.e., hedge/dual-play).
