Rishi: Vasiṣṭha (named in the verse as speaker).
Devata: Urvāśī (addressed); the verse also invokes the efficacy of su-kṛta (right action) as a quasi-devatā power.

अन्तरिक्षप्रां रजसो विमानीमुप शिक्षाम्युर्वशीं वसिष्ठः । उप त्वा रातिः सुकृतस्य तिष्ठान्नि वर्तस्व हृदयं तप्यते मे ॥

antarikṣa-prā́ṁ rájasaḥ vi-mā́nīm úpa śikṣāmy urváśīṁ vásiṣṭhaḥ | úpa tvā rātíḥ su-kṛtásya tíṣṭhān ní vartasva hṛ́dayaṁ tapyate me ||

Ich, Vasiṣṭha, suche Urvaśī zu belehren (und zurückzugewinnen), die den Mittelraum durchstreift und die Weiten des rajas vermisst. Nahe bei dir steht die Gabe des wohlgetanen Werkes; kehre um — mein Herz brennt.
