Sandhi Resolution Notes: विशांपते = विशाम् + पते; चाप्यजीजनत् = च + अपि + अजीजनत्.
The speaker is Vibhīṣaṇa, who begins a statement addressed to a deity/king-like figure.
Daśagrīva (Rāvaṇa), Kumbhakarṇa, and Vibhīṣaṇa are named.
Vibhīṣaṇa introduces a petition and identifies “she” (a mother figure in context) as the one who bore Rāvaṇa, Kumbhakarṇa, and himself.
