Indirectly: even when describing specialized mantra-technique, the Purana’s broader intent is disciplined practice under guidance; mantra is meant to be employed with purity and right intention, ultimately supporting steadiness of mind that can be aligned toward devotional worship.
Mantra-formation through phonetic/junction rules (akin to Śikṣā and Vyākaraṇa-style precision) and the use of coded elemental terms (like ambu, vahni) as technical markers in ritual-mantric construction.
