It frames kingship as dharma-based service: even the authority to punish (daṇḍa) must rest on hands committed to the people—i.e., governance is sacred duty supported by capable, satisfied ministers.
Indirectly, it teaches seva-bhāva (service attitude): the ruler’s power is justified only when aligned with welfare of beings; such selfless responsibility mirrors devotional ethics—acting as an instrument for the good of others.
It reflects applied dharma and nīti—how daṇḍa (discipline) should be administered through competent counsel. While not a grammar/astrology rule, it exemplifies technical statecraft aligned with śāstric order.
