It specifies the precise upacāra-dravyas (worship materials) and their placement—divine flowers with a kavaca, and a set of offerings for Vāyu (sandal, water, akṣata, curd, dūrvā) kept together in a puṭikā.
It functions like a ritual manual: listing standardized substances and handling/containment (puṭikā) for a specific deity-context (Vāyu) within a protective rite, showing the Purāṇa’s practical cataloging of pūjā-protocols alongside theology.
Correctly assembling and offering these auspicious substances is presented as a means of purification and protection, strengthening the kavaca’s intended function and aligning the worshipper with the deity’s favor (here, Vāyu).
