तस्मादाभ्यन्तरे कुर्युः शैवा माहेश्वरा वहिः । न तु प्रयोगो भिद्येत वक्ष्यमाणस्य कर्मणः
tasmādābhyantare kuryuḥ śaivā māheśvarā vahiḥ | na tu prayogo bhidyeta vakṣyamāṇasya karmaṇaḥ
因此,内在当为湿婆行者(Śaiva),外相则为摩诃伊湿伐罗行者(Māheśvara);但即将宣说之仪轨,其所规定的程序不可更改,亦不可破坏。

It teaches integrity in Śiva-worship: inner identity as a Śaiva (devotion and surrender to Pati, Śiva) must be matched with disciplined outer conduct, while faithfully preserving the scriptural method (vidhi) of the observance.
Linga/Saguṇa worship is performed through definite rites—mantra, offerings, and prescribed marks of devotion. The verse emphasizes that the external form of worship should express the inner Śaiva bhāva, and that the Linga-ritual’s procedure should not be arbitrarily modified.
Maintain inner remembrance of Śiva while observing the established Shaiva vidhi—such as mantra-japa and traditional Shaiva disciplines (including accepted external identifiers like bhasma/tripuṇḍra and related observances where taught)—without breaking the prescribed sequence.
