Paśu–Pāśa–Paśupati
न तत्तृणमुपदातुं मनसापि च शक्यते । यथा तथापि तच्छेत्तुं वज्रं वज्रधरो ऽसृजत्
na tattṛṇamupadātuṃ manasāpi ca śakyate | yathā tathāpi tacchettuṃ vajraṃ vajradharo 'sṛjat
那一茎草,连在心念中也无法举起。然则为欲斩断它,执金刚者(因陀罗)仍祭出金刚杵(vajra)。

It highlights the incapacity of the mind to grasp or control what is upheld by divine ordinance; liberation in Shaiva Siddhanta comes not by mental force alone but by Shiva’s grace (anugraha) that transcends ego and limitation.
The Linga symbolizes Shiva as the transcendent Reality that cannot be seized by thought; Saguna worship (puja, mantra, devotion) is the practical means by which the devotee approaches that which the mind cannot ‘take up’ directly.
Cultivate surrender through japa of the Panchakshara (Om Namaḥ Śivāya) and disciplined worship; the verse implies that cutting through inner bondage requires a ‘vajra-like’ resolve supported by devotion and Shiva’s grace.
