तेषां सर्वेषु शास्त्रेषु मयेव नियमः कृतः । तत्रादौ संप्रवक्ष्यामि मन्त्रसंग्रहणं शुभम्
teṣāṃ sarveṣu śāstreṣu mayeva niyamaḥ kṛtaḥ | tatrādau saṃpravakṣyāmi mantrasaṃgrahaṇaṃ śubham
在这一切经典之中,唯由我亲自制定其法则。于彼处,我将首先明晰宣说那吉祥的法门——汇集并领受诸咒(曼怛罗)之法。

Mantras are the primary means to approach Saguna Shiva in Linga worship—invocation, offering, and inner contemplation—so Shiva’s “rule” indicates that correct mantra procedure safeguards the sanctity and efficacy of Linga-upāsanā.
It points to disciplined mantra reception and practice—gathering the proper Shiva mantras (such as the Panchakshara) and using them in japa/meditation according to prescribed rules, ideally under guidance.
