विभूतिविस्तरप्रश्नः / Inquiry into the Expansion of Śiva’s Vibhūti
सुखासनोपविष्टश्च वायुर्लोकनमस्कृतः । श्रीमद्विभूतिमीशस्य हृदि कृत्वेदमब्रवीत्
sukhāsanopaviṣṭaśca vāyurlokanamaskṛtaḥ | śrīmadvibhūtimīśasya hṛdi kṛtvedamabravīt
伐由安坐其座,为诸世界所礼敬;他将主宰伊沙之吉祥光荣与神威安置于心中,遂宣说如下言辞。

It establishes the Shaiva principle that true teaching and right speech arise after inwardly fixing the Lord’s glory (vibhūti) in the heart—devotion (bhakti) and recollection (smṛti) precede instruction.
Although the verse is not describing an external rite, it mirrors Linga-worship’s inner core: before offering anything outwardly, the devotee first installs Shiva within the heart (hṛdaya-sthāpana), honoring Saguna Shiva’s gracious presence.
A simple practice is recommended implicitly: sit steadily in a comfortable posture, recollect Shiva’s auspicious majesty in the heart, and then begin japa (such as the Panchākṣarī) or scriptural recitation with reverence.
