Chapter on the Ordinance of Initiation
हरिश्चापि मुनेस्तत्र चतुरस्तांस्तदा स्वयम् । उवाच परमप्रीतश्शिवाज्ञापरिपालकः
hariścāpi munestatra caturastāṃstadā svayam | uvāca paramaprītaśśivājñāparipālakaḥ
于是,在那地方,诃利(毗湿奴)也亲自对那四位牟尼开口。祂喜悦充盈,以奉持湿婆圣命者的身份而宣说。

It highlights that true dharma is alignment with Śiva’s ājñā (divine ordinance); even Hari acts joyfully as an instrument of Śiva’s will, reflecting the Shaiva Siddhanta emphasis on Pati (Śiva) as the supreme regulator.
By calling Hari an upholder of Śiva’s command, the verse supports Saguna devotion where Śiva is revered as the personal Lord whose will guides cosmic order—an attitude foundational to Linga-worship as obedience and surrender to Śiva.
