भूतत्रिपुरधर्मवर्णनम् (Description of the Dharma/Conduct of the Bhūta-Tripura) — Chapter 3
विष्णुरुवाच । हे देवास्सकला यूयं गच्छत स्वगृहान्ध्रुवम् । देवकार्यं करिष्यामि यथामति न संशयः
viṣṇuruvāca | he devāssakalā yūyaṃ gacchata svagṛhāndhruvam | devakāryaṃ kariṣyāmi yathāmati na saṃśayaḥ
毗湿奴说道:“诸天啊,你们都当确然回到各自的天宫。诸天之事,我将依我所能的明智而行;对此毫无疑虑。”

The verse highlights divine stewardship: the devas are asked to return to their abodes while Vishnu takes responsibility for the immediate divine task. In a Shaiva Siddhanta reading, it reflects how cosmic functions proceed through appointed deities, ultimately aligned with Shiva (Pati) as the supreme governor of order.
Though the verse does not directly mention the Linga, its setting in the Shiva Purana frames all divine actions as part of Shiva’s cosmic governance. Worship of Saguna Shiva (including Linga worship) is presented as aligning oneself with that divine order, where even great gods act as instruments within Shiva’s overarching sovereignty.
The practical takeaway is niyoga (disciplined duty) and śaraṇāgati (trust in divine arrangement). A fitting practice is steady japa of the Panchakshara mantra “Om Namaḥ Śivāya” while dedicating one’s actions to Shiva—performing one’s dharma without doubt or hesitation.
