It teaches that devotion to Śiva should be accompanied by inner and outer purity (ācamanam) and by sincere, simple offerings; such disciplined worship refines the soul (paśu) and turns it toward the Lord (Pati) through bhakti.
The verse outlines practical upacāras (services) offered to Saguna Śiva in the form of the Liṅga—purificatory sipping-water, offering cloth, and presenting wholesome grains—showing that reverence is expressed through orderly, embodied acts of worship.
It suggests performing ācamanam as a purification step, then offering vastra and simple naivedya-like items (sesame, barley, wheat, mudga, māṣa) during Śiva-pūjā; the devotee may accompany these acts with steady japa of the Pañcākṣarī mantra, “Om Namaḥ Śivāya.”
