The verse teaches that Śiva is moved by pūrṇa-bhakti (complete devotion). In Shaiva Siddhānta terms, when devotion becomes whole and selfless, the Lord’s grace (anugraha) naturally manifests, bringing inner joy and spiritual upliftment.
It highlights Saguna Śiva’s responsive, personal aspect: the Lord relates to devotees and responds to devotion. Linga-worship similarly trains the mind toward steady reverence, where sincere bhakti culminates in Śiva’s pleased bestowal of grace.
Cultivate pūrṇa-bhakti through daily japa of the Pañcākṣarī (“Om Namaḥ Śivāya”) and simple, consistent Shiva-pūjā (including Tripuṇḍra/bhasma if practiced), focusing on sincerity rather than display.
