他又急切地一再说道:“说出你的愿赐,说出你的愿赐!”因为商布虽为一切众生之内在主宰(内住者),却会因萨蒂的虔敬而应允;他是善人之归依与究竟归宿。

It highlights that Shiva, the indwelling Lord (antaryāmī) and ultimate refuge (gati), willingly responds to sincere bhakti—showing that grace is accessed through devotion and purity of intent.
Though Shiva is transcendent as the inner Self of all, devotees approach him in a personal, gracious form (Śambhu). This supports Saguna worship—such as Linga-pūjā—where heartfelt devotion draws Shiva’s compassionate response.
The verse implies bhakti-centered sādhana: daily Shiva worship with mantra-japa (especially the Panchakshara “Om Namaḥ Śivāya”) and prayerful asking aligned with dharma, trusting Shiva’s grace as the devotee’s refuge.
