It identifies Kāśī’s Viśveśvara as a Jyotirliṅga and teaches that its darśana is a direct means to realize the “Supreme Light,” i.e., the highest spiritual attainment.
By emphasizing darśana of Viśveśvara in Kāśī, the verse highlights devotional approach—reverent pilgrimage, vision, and remembrance of the deity—as an efficacious path toward the highest goal.
It primarily reflects tirtha-vidhi (pilgrimage praxis) rather than a specific Vedāṅga; the practical takeaway is the ritual principle of darśana at a sacred kṣetra as a recognized religious act yielding spiritual fruit.
