It warns that Kali-yuga reverses dharmic order: prosperity becomes unstable and even the socially “upright” classes lose restraint, indicating the need to seek steadiness in dharma and devotion rather than in status or wealth.
By highlighting social and ethical collapse, the verse indirectly urges refuge in enduring spiritual practice—especially bhakti and dharma—since worldly security and even traditional markers of virtue can deteriorate in Kali-yuga.
The verse is primarily a Kali-yuga prognosis rather than a Vedāṅga lesson; practically, it supports dharma-śāstra discernment (proper conduct and livelihood) by showing how varṇāśrama duties can be neglected in Kali.
