The Characteristics of Devotion to Hari
सत्यं सत्यं पुनः सत्यमुद्धृत्य भुजमुच्यते । तत्त्वं गुरुसमं नास्ति न देवः केशवात्परः ॥ ९ ॥
satyaṃ satyaṃ punaḥ satyamuddhṛtya bhujamucyate | tattvaṃ gurusamaṃ nāsti na devaḥ keśavātparaḥ || 9 ||
真实,真实,再次真实:我举臂高声宣告。没有任何真理原则高于上师(Guru),也没有任何神祇高于凯沙瓦(毗湿奴)。

It asserts, as an emphatic truth, two supreme anchors of the path: the Guru as the highest guiding principle in lived spirituality, and Keśava (Viṣṇu) as the unsurpassed Supreme Deity.
Bhakti is framed as devotion directed to Keśava above all, and practiced under the shelter of the Guru—because correct devotion and right understanding are stabilized by Guru-guidance.
Rather than a technical Vedāṅga rule, the verse highlights the practical śāstric principle of guru-upadeśa (authoritative instruction), which governs correct application of mantra, ritual, and discipline.
