उच्चै: स्थाने घोररूपो नक्षत्राणामिव ग्रह: । भवेत् स तान् परिक्रामेत् सर्वानेव सभासद:
uccaiḥ sthāne ghorarūpo nakṣatrāṇām iva grahaḥ | bhavet sa tān parikrāmet sarvān eva sabhāsadaḥ ||
毗湿摩说道：“当设一位威权可畏之官，居于最高之处，如凶厉之行星高悬于群星之上。其人往来于诸议臣之间，当常常环行其侧，审察其行止与所任之事。”
