The verse emphasizes divine oversight and purposeful guidance: Nārada’s arrival is not random but a commission from the Paramātman, underscoring that righteous counsel and timely instruction can be instruments of the Supreme.
Nārada addresses two individuals, stating that he has seen them earlier in the presence of a divine Lord and that he has now come again to the present place, explicitly sent by the Supreme Self to deliver a message or guidance.
