The verse frames a dharma-teaching centered on ahiṃsā: Parāśara will enumerate actions that can be practiced without harming any living being and that consistently safeguard a person’s moral and spiritual welfare.
A king (contextually identified in the prompt as Janaka) has asked which dharma-aligned practices involve no violence. Parāśara begins his reply, signaling that he will list such non-injurious deeds.
