The verse highlights a merit-born realm characterized by the absence of inauspiciousness and suffering, where beings (here, cows) effortlessly obtain desired enjoyments through mere intention—suggesting the fruit of dharmic order and sanctity associated with the cow.
Bhīṣma addresses Indra (Vāsava), describing a wondrous, suffering-free realm connected with cows, emphasizing that their wishes are instantly fulfilled; he presents it as something he has personally witnessed.
