Śiva-stavarāja: Upamanyu’s Preface and Initiation of the Śarva-Nāma Enumeration
Anuśāsana-parva 17

The verse strings together epithets to convey that the Supreme (addressed here as Prajāpati) governs cosmic order (celestial motions and the guṇas), is the final ground of dissolution (laya), yet remains ultimately beyond full human comprehension (agama).
Vāyu-deva is speaking a hymn-like description, listing divine names/qualities to identify and praise the deity’s cosmic sovereignty, omnipresence, and transcendence beyond limited form.
