风神伐由说道:“他本质光耀;世界与时间安置于他之中。他如众生福祉之树而屹立。其内核坚固,具九重之轮,执持旌旗,秉性高贵。”
वायुदेव उवाच
The verse frames an ideal figure as one who embodies inner radiance and steadfastness, supports the world’s welfare like a sheltering tree, and aligns with cosmic order (kāla). Ethically, it praises beneficence, stability of character, and public-minded virtue.
Vāyu-deva speaks in a laudatory mode, listing epithets that describe a revered person’s qualities—radiant nature, world-benefiting conduct, firmness, and emblematic attributes such as a banner and a ‘ninefold wheel’—as part of a larger discourse that extols exemplary dharmic character.
