The verse teaches that the highest and most authentic charity is to give fearlessness to all beings—i.e., to refrain from harming and to actively assure safety. When one is inwardly free from the taint of violence, one becomes truly aligned with Dharma and gains its moral and spiritual fruit.
In Anuśāsana Parva’s instruction-focused setting, Śrī Maheśvara speaks a doctrinal statement on righteous conduct, defining a key mark of dharmic life: universal non-harm and the bestowal of security to living beings.
