Bhīṣma teaches that sāntva—gentle conciliation and calming persuasion—is a powerful ethical tool of governance and personal conduct, capable of pacifying even fierce beings without resorting to force.
In the Anuśāsana Parva, Bhīṣma continues instructing King Yudhiṣṭhira on dharma and practical statecraft. Here he introduces the qualities of sāntva, presenting it as an effective means to win over hostile or frightening opponents.
