rudraloke sthito nityaṃ rudraiḥ sārdhaṃ gaṇeśvaraiḥ vṛṣendro viśvadhṛg devo viśvasya jagataḥ pitā
Suta Goswami (narrating the Linga Purana to the sages of Naimisharanya)
It frames Shiva as the eternal Pati—abiding in Rudra-loka yet sustaining the cosmos—so Linga worship is directed to the transcendent Lord who still upholds and fathers the manifest world.
Shiva is portrayed as simultaneously transcendent (ever established in Rudra-loka with his Rudras and Gaṇas) and immanent (viśvadhṛk, the supporter of the universe), the supreme Father governing all beings (paśus) beyond bondage (pāśa).
The verse primarily supports contemplative upāsanā: meditating on Shiva as viśvadhṛk (cosmic support) and Pati, a core orientation behind Pāśupata-style devotion and inner recollection during Linga-pūjā.
