Adhyaya 23: श्वेत-लोहित-पीत-कृष्ण-विश्व-कल्पेषु रुद्रस्वरूप-गायत्री-तत्त्ववर्णनम्
विश्वात्मानं हि सर्वं त्वां गायत्र्यास्तव चेश्वर तस्य देहि परं स्थानं तथास्त्विति च सो ऽब्रवीत्
viśvātmānaṃ hi sarvaṃ tvāṃ gāyatryāstava ceśvara tasya dehi paraṃ sthānaṃ tathāstviti ca so 'bravīt
“主啊,汝实为宇宙之我;此一切皆是汝。愿以伽耶垂之赞歌,赐彼至上之位。”如是启请,彼答曰:“如是成就。”

Shiva is identified as viśvātmā—immanent as the Self of the cosmos and yet capable of granting the transcendent supreme state, indicating both all-pervasiveness and sovereignty over liberation.
Stotra-upāsanā (hymnic worship) connected with Gāyatrī is highlighted as a means that ripens the pashu (individual soul) for Shiva’s grace, which alone severs pāśa (bondage) and grants the highest abode.
