namastubhyaṃ mahādeva mahādevyai namonamaḥ prasādāttava deveśa niyogācca mayā prajāḥ
Brahma (within Suta’s narration to the sages at Naimisharanya)
It frames creation and all sacred action as dependent on Mahādeva’s prasāda (anugraha) and niyoga (divine sanction), reinforcing that Linga-pūjā is not mere ritual but surrender to Pati (Shiva) and Śakti as the supreme source.
Shiva is presented as Deveśa and Mahādeva—the sovereign Pati whose grace empowers even Brahmā’s creative function; agency belongs ultimately to Shiva-tattva, while other deities operate as instruments under His command.
The key practice implied is śaraṇāgati (devotional surrender) expressed through namas (salutation) and recognition of divine niyoga—an inner posture foundational to Shaiva pūjā and to Pāśupata-oriented discipline where the pashu acts only in alignment with Pati.
