जनपदमूला दुर्गकोशदण्डसेतुवार्त्तारम्भाः ॥ कZ_०८.१.२९ ॥

Transliteration

janapadamūlā durgakośadaṇḍasetuvārttārambhāḥ

Translation

城防、国库、强制力（刑罚/军队）、水利工程（堤坝/渠道）、经济活动以及一切事业，都根植于乡土（janapada）。
